But I’m not a polar bear living in a zoo. I’m not going to turn to the sound of someone clapping their hands.
There are many flashy shops around here, but the number of people who come and go is small. Many stores don’t seem to be thriving, but they have been doing special business here for a long time.
Despite being regulated by various laws, the service of the stores on this street is prostitution.

Who makes the law work?

The enforcement of the law needs to be considered in multiple stages.
First, the law is promulgated. The enacted law is at least consistent. Even if there is a mixture of contradictions, the enacted law is rarely abandoned.
Next, a certain force is activated based on the law. Since the law itself is not enforceable, civil servants will enforce the law concretely.
In the first stage, the theory or excuses are well prepared, while in the second stage, there are more practical elements than the theory.
In other words, the law is powerless as it is, but when it comes into force, various realistic interpretations are added.
Its realistic interpretation is not based on the law, but on the individual circumstances.
