My favorite place is the small space beside a store. An ashtray is installed there.
Yesterday I went to the place again
to kill a little time. I had a lot of troublesome stories, but I didn’t want to think about anything for a short time.
As you approach the ashtray, a wild pigeon is on the asphalt.
The beak of the pigeon stuck to the ground many times. Of course, I could almost imagine what he was doing. He was looking for small pieces of food scattered on the ground.
I didn’t get close to the ashtray. I could have imagined that if I approached the ashtray, the pigeon would detect the danger and fly away.
For the pigeon, the valuable task of finding food is interrupted. The reason I have to smoke is not significant.
I can smoke cigarettes anytime, anywhere. Of course, while hiding the lit cigarette with my palm
Why is risk analysis often inadequate?
How should risk be assessed? In addition, from whom should it be perceived?
Certain risks are often obvious to everyone, but for that reason the details of the risks may not be considered. No one should be blamed for this.
Basically, risk is a condition that should be avoided, so it is believed that it makes no sense to analyze its content. No one will do anything that makes no sense to analyze.
However, know who is in a situation that is perceived as a risk. Because it doesn’t always apply to everyone.
Depending on the type of risk, it may be targeted at a small proportion of people. In that case, risk is not risk, except for certain people.

Don’t you know that there are a lot of nasty cats around here? It’s dangerous for you to stay on the ground for a long time. If I could speak the language of a pigeon, I wanted to teach that pigeon the above. But then I think I should have approached the ashtray and let the pigeon fly away. Because birds flying in the sky are hard to be shot.
