Good or bad to pursue details?

The New York Times reported that a CIA officer was the source of information leakage

Is it good or bad to pursue the details of things? This action is often viewed negatively, but I would like to say that it is good that the details are pursued by someone. Because most of the essentials do not include the elements that should be pursued.

    CIA is not the White House legislative staff. Is such an external organization pursuing details of the administration?
