Keep changing permanently or chronically

“You don’t have to work too hard. Just do your job moderately like everyone else.” ....

“The government office is a private company. After all, they will create various documents and sell them to citizens. They will also sell various small scraps of paper, stamps, at a high price, right?”

And he also mentioned bidding fees for public works projects.
However, we should not take accusations made by drunken people seriously. Of course, not all drunks can tell outright lies.
His speech continues at the cheap bar counter. We don’t know his previous job.

How do we perceive change?
We cannot observe the change of things. We can only perceive before and after change.
When something is lost and something new appears, we generally conclude that something has changed.
Why can we only have such a rough understanding?

“Even in this section of this government office, performance-based assessments are carried out.”
The manager yelled at his subordinates, telling them to keep this in mind and to concentrate on their daily duties.
Needless to say, those who use their loud voice as a weapon have a bad reputation. He’s a mynah-like guy who forwards everything his superiors say verbatim to his subordinates.
To summarize what he’s saying is, don’t make silly mistakes. Mistakes made by subordinates are the responsibility of the manager. He wants to avoid that.
However, one female employee has memories that she cannot forget.

Why do we sometimes overlook changes in things?
One of the reasons for this is that things change constantly. If something keeps changing permanently or chronically, we no longer think it has changed.
So no one thinks anything is changing unless they interrupt the way things keep changing.

One day, she was compiling data on residents moving in and out as usual. Her manager silently approached her desk. She knew right away what he wanted to say to her.
She felt bad. The section chief must have noticed that she felt slightly nauseous.
What do you think the section chief whispered near her face?
“You don’t have to work too hard. Just do your job moderately like everyone else.”
