If we define a cluster where people gather and live as a community, the cluster must be surrounded by countryside.
Because a space without people is needed as a boundary
As long as the boundaries are determined and a cluster is established, a community cannot be established without the countryside.

It means that the countryside is necessary for something that is not the countryside to be established. The countryside has a function called boundaries. And community is not a solid concept either, because the boundaries are a somewhat ambiguous concept.
If the community grows to be a state, the state also needs countryside. The countryside in that case also means a space where no one lives. Or another countryside would be needed.
