What is the situation without complaints?
It is a situation where many services are competing with each other and improving the quality of services in order to acquire users.
Under this circumstance, complaints will be relatively reduced. It’s not because users are happy with every service.
It’s just that users don’t use bad services. They use other services easily, so they don’t complain.

There is no competition in public services. Therefore, the officials are not ashamed even if it deteriorates endlessly.
This fact is a tradition that lasts from old days to recent times.
