Do you know the definition of literacy rate?
It’s an indicator of the rate at which the ability to read and write official languages pervades a certain area.
Officials believe that low literacy rates are a grave situation for local operations, as administrative notices are given by sending documents rather than verbally.
In short, officials hate working. Rather than visiting each household for verbal notification, it is less of a burden for them to send a printed copy of the notification to each household in bulk.
For this reason, literacy training is primarily conducted by educational institutions, but the ultimate goal is to enable smooth and low-budget notification of administrative information.
The theory that literacy had to be kept high in order to maintain cultural standards was added later.
