What causes things to keep changing?

What should be called fine ice

rather than snow is pouring down the street silently from the dark night sky. Few people go out to eat out in such a terrible cold night.
But almost every restaurant has to make money on weekend nights. So employees leave their workplaces and head out on cold streets.
Unauthorized bargainers work very modestly, as various businesses on public roads should require a permit.
I wonder if they are forbidden to cling to ordinary passers-by. The voices of the barkers are loud, but they do not chase a specific passerby.

What are the prerequisites for something to be there?

The existence of things means that they occupy a certain volume. This does not necessarily seek a relevance to time.
The condition is that any position is occupied by the physical volume so that something can be clearly identified. There is nothing from the beginning that does not meet this requirement.
However, the occupancy of things is not immutable. At least certain things won’t stay in place forever.
It is not enough to ask the flow of time for the cause of such whimsy about things. The real cause is that things do either expansion or contraction self-movement.
Strictly speaking, everything that can be recognized is either expanding or contracting. That is, things are perceived in the middle of change.
But rather, that’s why things that expand will eventually reach their limits and collapse. Similarly, things that are shrinking will disappear when they reach their limits.
