Unless every scheme is assembled by an individual and it is objectively verified, it will not produce realistic results. His subordinates think so. But his subordinates don’t say that.
No matter what you attempt, the consequences of that attempt can be fully envisioned, so it is easy to imagine such a situation, including the consequences. Of course, even this wasn’t told to anyone by his subordinates.
Because similar perceptions are shared by almost everyone in this workplace. In other words, the boss intends to move his subordinates by a perfect scheme, but the one who is being moved is the boss.

What is the best classification method for organizing problems?

First, let’s classify things by scale. Before one thing splits into several and gets confused.
One classification method is sorting by object. For example, let’s divide it into those that target things and those that target people.
The former is at least not mixed with personal feelings and does not change over time.
The latter has a large element of human emotions and changes over time.
So we are always plagued by the challenges that belong to the latter. Because people’s whimsical emotions change from moment to moment, right?
However, the real cause of this annoyance is that the perspective of classifying or organizing issues belongs to the latter. In short, when looking down on something, as long as we are us, that bird’s-eye view lacks objectivity.
